ELIGIBILITY

Single Rwandans requiring an official declaration of singlehood in order to apply for services such as legal marriage registration. For applicants living outside Singapore, the applicant has to obtain the certificate from the authorities of their current residence and to get it notarised it by their local public notary officer before sending it to the High Commission. The High Commission will issue the certificate for Rwandans residing in Singapore.

REQUIREMENTS

Written request to the High Commission with personal details.

FEE

Free of charge for applicants living in Singapore.

For applicants residing outside Singapore, USD 30 for the application and USD 10 for bank charges. Additional SGD 70 for delivery charges to MINAFFET in Kigali, Rwanda via DHL.

TO APPLY

Send a written request to the High Commission with copies of supporting documents. Once approved, the applicant will receive the Life Certificate via email or mail once payment (if applicable) has been made.
